The latest example of the Trump administration’s willingness to lie about things it shouldn’t be lying about is the Trump administration’s attempt to pretend that the Obama administration lied about the existence of a CIA document titled “RISK MANAGEMENT FOR EXISTING COUNTERINSURGENCY”.
First, though, it’s important to be clear what exactly the document in question says.
In early 2009, the president of the United States, the vice president of the United States, and the secretary of defense jointly approved the creation of a National Strategy for Afghanistan, the first such document under the Obama administration.
This document’s name was “The National Strategy for Counterinsurgency in Afghanistan: A National Plan to End the Opium Trade”.
In it, U.S. military planners outlined plans to counter the “growing influence of the Taliban” by providing “all available support to Afghan security forces who are trying to protect the sovereign borders of the state and prevent the return of foreign fighters returning home”.
Under such plans, “we have to destroy” the Taliban, “destroy all sanctuaries used by Al Qaeda, and to dismantle the networks of safe havens and other violent groups and terrorist networks”. While they did state that the U.S. has no specific military plan to do this yet, such a plan was indeed proposed.

“The National Plan for Afghan National Security and Counterinsurgency, 2007-2025: Strategy to Achieve Success”
It wasn’t until 2014 that the Obama administration officially referred to this document and its plan to destroy Al Qaeda and the Taliban as an “Operation Enduring Freedom” (OEF).
