The U.S. House of Representatives has just passed HR 3617, the National Defense Authorization Act for 2018. It is widely considered the most significant piece of legislation since President Obama signed his signature in 2010, because it contains numerous military and security-related initiatives, notably the Department of Defense, which will be tasked with overseeing a $59 billion defense budget. The legislation is also expected to pass the Senate, which also passed the bill last week.
H.R. 3617 will be a key tool in the effort by the Trump administration to modernize America’s military, and in doing so it raises concerns that could be interpreted as a sign of war-making by President Donald Trump. The House passed a similar bill in 2011 with a similar outcome, with many members describing it as a necessary and constitutional way of defending America. However, some critics feel that Trump administration legislation, once passed into law, would be used to justify a larger military campaign that would expand U.S. military action abroad at the expense of peace-time American operations.
H.R. 3617 includes several pieces of legislation, which we will examine in detail. On the surface, the House bill reflects the President’s wishes at almost every turn, and while it does include provisions that will reduce the size of the military, that will be balanced by provisions making it more efficient, and a provision permitting the Air Force to maintain a higher level of readiness. The bill contains many pieces that are similar to those that other members of the House have already introduced in the House, but also includes some that will be particularly significant for the Air Force, such as provisions that expand training with foreign military units and authorize training and procurement of munitions for the Defense Working Capital Funds.
