A number of members of the Congressional Black Caucus on Tuesday urged GOP leaders to include language in the omnibus spending bill to provide $1.35 billion for a $1 billion-a-year program for public education, though the lawmakers acknowledged it’s far from guaranteed they will get it.
“The time is right for members of our caucus to reach out to the White House and urge them to include language to help ensure that our public schools are able to meet the needs of students who are the future of this country,” Rep. Cedric Richmond (D-La.), who chaired the caucus, said in a statement. “And when the White House and Congress work together to get significant investments to schools, we should ensure that the federal government takes every possible step to make them functional. That is why it was so important for us to work with the administration to work with Congress on legislation to support early education and education after school activities.”
In June, President Barack Obama proposed a $1.15 billion program to help boost post-secondary education — specifically, help low-income students attend college or learn jobs — and it was included in a bipartisan spending bill that passed the House last week. Under a provision of that measure, the Education Department could direct millions of dollars to higher education, including $200 million this fiscal year.
Aides to Senate Majority Leader Harry Reid (D-Nev.) did not immediately respond to requests for comment Tuesday.
Some lawmakers have also signaled support for the idea of $1 billion for early education, though they’ve said their constituents would never support it. At his press conference last week, Obama told reporters, “We’ve got a whole host of things that we do that don’t have funding, not just in education, but in our economy and other areas.”
But the fact is that while much of the black community has pushed for increased funding for schools, it has historically been the position of black lawmakers that such funding will do little for black parents and their children.
“Black parents in particular,” Reid said last week, “are the worst, the most forgotten.”
